Planning Initiatives & Studies

Tenth Street Land Use Study - City Plan Commission approved this study in August 1999 to serve as a guide for decision-makers as they review and consider land use, zoning and quality of life issues that impact the Tenth Street community.   The study area includes the Trinity Corridor neighborhoods of the "Bottoms", Heights, Tenth Street Historic District, and Brackins Village.  The study also identifies urban design opportunities within the communities.

Stemmons/Design District Land Use Study - The study will analyze current land use and zoning districts and with the potential for redevelopment of warehouse building into a mixed-use district.  The study will look at code limitations, building reuse, retail needs, parking, and access issues with the development of a future land use concept that includes Trinity River Corridor improvements.  The study will look at the potential of rezoning of the area into a special purpose district to support the land use concept. This study should be complete by Spring 2001.

The Cedars Land Use and Urban Design Plan -The study evaluates the current land use and development trends that are facilitating reinvestment in the area with its existing zoning.  The study will also develop an urban design plan that promotes the linkage of the area with the CBD, DART and the proposed Trinity River Corridor improvements.

Next Steps

The City of Dallas awarded a contract in June 2000 for a Comprehensive Land Use Plan/Economic Impact Analysis and Implementation Strategy which would act as a framework to guide future growth and development along both land sides of the levees. This study is expected to include:

  • Assessment of the added value of public improvements as a catalyst for private development;
  • Evaluation of fiscal and economic impacts of the Trinity River Project, along with cost benefit analyses;
  • Identification of an implementation strategy for the recommended land use plan.
  • Interested citizens are encouraged to attend scheduled stakeholder meetings to provide input to this planning process.
